Arsenal secured a 1-0 victory over Hull City on Saturday, with Martin Odegaard scoring in the second half to clinch the match. However, the Gunners might have opened the scoring earlier had Kai Havertz been awarded a penalty in the first half.

Havertz was evidently fouled within the penalty area, but referee Farai Hallam failed to call it at the moment. Although VAR Michael Oliver suggested reviewing the incident, the referee ultimately determined that Havertz was offside, rendering the foul irrelevant.

The referee confirmed he would not reverse his decision, leaving the match scoreless at halftime. Unfortunately, Hallam seemingly misapplied the rules.

The rules state that: “[If] a player in an offside position is moving towards the ball with the intention of playing the ball and is fouled before playing or attempting to play the ball, or challenging an opponent for the ball, the foul is penalised as it has occurred before the offside offence.”

Dale Johnson articulated for the BBC: “A player who is in an offside position only becomes active when they commit an offside offence. [In this case], the foul comes before any offside offence.

“Havertz did not commit an offside offence, and this should have been a spot-kick to Arsenal regardless of the offside situation.”

Former Premier League assistant referee Darren Cann concurred on Match of the Day, stating: “The foul should have taken precedence and it should have been a penalty kick, rather than taking offside into account. They’re not actually challenging for the ball, which is why the foul should have been prioritized.”

Many Arsenal supporters recall similar frustrations from past incidents, especially a notable case from 2019 when Harry Kane was awarded a penalty for Tottenham Hotspur from an offside position after a foul by Shkodran Mustafi. That time, officials opted to award the penalty despite the offside, asserting that the foul had occurred prior to the offside offence.

It is unfortunate that when officials had an opportunity to rectify past mistakes, they failed to do so. Nevertheless, the Gunners successfully secured the win in the end.
